Gary, you are absolutely correct. When we're working with our clients, we call it "Building something bigger than yourself." We tell them it's not about you, it's about them, and if you build something that's bigger than the business you're in (in your example of a pizza shop, it would be about them talking about how to cook the best Italian food at home), then the community and the business will follow.

I agree with Gary that small businesses can most certainly be heard on Twitter. In fact, I think if your a small business, social media outlets like Twitter can have a very large impact. At IXACT Contact, we've been promoting our real estate CRM system through internet marketing and social media like Facebook, Twitter, Linkedin, Activerain, and blogging (http://blog.ixactcontact.com). The strategy has been highly successful for us. One tip: use a site like Crowdbooster to understand what what content brings you the most attention, when to send out updates, and who to pay close attention to.
