My understanding is that community rating (allowing policy underwriting based on geographical area) doesn't preclude statewide or even regional (interstate) exchanges -- though the exchanges do need to cover a specified area. Small businesses should -- based on the exchanges and administrative services offered through the exchanges -- be able to get policies designed similar to those offered by corporations and at competitive costs, though it does seem that the cost of individual policies may rise, partly because of stricter standards.

Since when is it NFIB's business to protect individual constitutional rights? They represent business as a whole and not individuals. They are simply a lobbying group and do not represent my business of 20 employees.
