Marketing one-time purchase product

We have a one-time purchase product--ready-to-edit accounting policies and procedures in four different packages--http://www.soxpolicies.com">http://www.soxpolicies.com. We rarely get return business unless it is to upgrade from one of the three small packages to the big package. No one knows us by our product name and we don't know how to change that. We don't have a store; we have a website. We used to only sell wholesale to seminar companies for back-of-the-room sales, but the economy has killed that revenue stream. After having spent six months fulltime to develop the product and updating it every year for the past 15 years, I know that it's the best product out there for the money. That's my brand and my UVP, but I have no idea how to get prospective customers to realize that. Have been working on website, working on keywords, working on getting on search engines--any clues from anyone would be helpful.
